Project Experience

The Lookout Luxury Condominiums is a multi-family residential development in the City of Langford, British Columbia, west of Victoria, on a sloped 239,714 ft² parcel fronting Bear Mountain Parkway with views toward Florence Lake. The project comprises two mirrored six-storey mid-rise condominium towers — the North Tower and South Tower — providing 144 residential units across a mix of one-bedroom, two-bedroom, and three-bedroom-plus-den layouts. The timber-framed superstructures are founded on a shared two-level cast-in-place reinforced concrete underground parkade providing 149 parking stalls and 130 tenant locker and bike stalls, with combined gross floor area in excess of 156,000 ft². Exterior finishes include aluminum composite material panels, drystack natural stone, hardiplank siding, and earthtone stucco, with high-end interior specifications throughout. The significantly sloped site required specialist embankment excavation, rock blasting, and a combination of structural fill, versablock, and geogrid retainment systems to establish a level construction platform.

CSG was engaged by Eagle Crest to act as Project Monitor for the development, with reporting to lender National Bank of Canada. CSG's scope included a full review of the borrower's project budget, the CCDC2 fixed price construction contract with Eagle Crest Construction Ltd., soft cost allowances, contingency provisions, and the anticipated cash flow against the lender's funding programme. CSG verified the borrower's equity contribution, reviewed all supporting documentation including design consultant agreements, permits, geotechnical and environmental reports, the appraisal, and home warranty registration, and confirmed the feasibility of completing the project within the established budget and schedule. Ongoing monitoring services include site inspections, monthly progress reporting, holdback and cost-to-complete tracking, and loan advance recommendations through to project completion.

APL Lakewood is a new build health centre constructed on the southside of Edmonton, Alberta. The project delivers 214,924 ft² of gross floor area, including 150,000 ft² of net leasable area, supported by a 149,420 ft2 2 storey below grade parkade.

CSG were initially engaged by Covenant Health to provide Cost Control Services, delivering Class A, B, C and D estimates. Our scope included reviewing the construction drawings, preparing estimates at the noted stages, comparing and reconciling estimates with the Pre Construction Construction Manager. Once the project was tendered CSG worked with the design team in preparing monthly progress certificates. IN addition to the construction certificates CSG worked with Covenant Health on tracking total costs (hard costs, design, demolition, furniture and equipment costs) through to substantial completion.

Situated in the Spring Creek Mountain Village at 321–355 Spring Creek Drive in Canmore, The Malcolm Hotel is a full-service, four-storey hotel set over a single-level underground parkade in the heart of the Bow Valley. The building provides 124 guest rooms across the upper three floors and a main floor configured with restaurant, lounge, conference and meeting facilities, kitchen, administration, fitness and pool amenities, together with an outdoor pool at the main floor roof level. Gross floor area is approximately 102,200 ft², with an additional 39,000 ft² parkade accommodating 108 stalls. Structurally, the main floor and parkade are concrete and steel, with timber framing to the upper floors. The exterior is finished in cedar board and batten, metal panels, acrylic stucco and Rundle stone accents, echoing the mountain lodge character of the surrounding resort community.

CSG was engaged by Spring Creek Resorts as Project Monitor and Cost Consultant on behalf of the lender. Our preliminary scope of work included a full review of the Borrower’s construction and soft cost budgets, cost analysis against trade contracts placed, assessment of the construction schedule and anticipated cash flow, and review of documentation covering approvals, insurance, appraisals and geotechnical and environmental reporting. Ongoing services included monthly site visits, progress reporting, certification of draw requests, and tracking of cost-to-date, holdbacks and cost-to-complete against the confirmed project budget through to completion of the hotel.

The Valley Line West is a 14-kilometre light rail transit extension connecting downtown Edmonton to the Lewis Farms Transit Centre in the city’s west end, forming a key component of Edmonton’s Long Term LRT Network Plan. Delivered as a Design-Build-Finance public-private partnership valued at approximately $2.6 billion, the line links major destinations across the west corridor—including MacEwan University, NorQuest College, the Misericordia Community Hospital, and West Edmonton Mall—through fourteen street-level stops and two elevated stations at Misericordia Hospital and West Edmonton Mall. Major infrastructure includes the associated elevated guideway structures, two new bridge crossings over Groat Road and Anthony Henday Drive, a substantial expansion of the existing Gerry Wright Operations and Maintenance Facility, and a new LRV storage facility at Lewis Farms. The line is being designed and constructed by Marigold Infrastructure Partners—a consortium of Colas Canada and Parsons Inc.—on behalf of the City of Edmonton, with construction commencing in 2022 and substantial completion targeted for 2028.

CSG has been engaged by AW Hooker Associates Ltd. to act as the local Edmonton representative on the Independent Certifier (IC) team for the Valley Line West LRT project. CSG’s scope includes detailed monthly review of each progress claim submitted by Marigold Infrastructure Partners, comprehensive drive-throughs and site inspections of the full 14-kilometre alignment to verify physical progress against the claimed values, and negotiation of claim amendments where measured work-in-place does not reconcile with the contractor’s submission. Following each monthly review, CSG prepares a written report together with supporting photographic documentation for issue to AW Hooker, forming an integral part of AWH’s monthly Independent Certifier reporting to both the City of Edmonton and Marigold Infrastructure Partners. The assignment draws on close coordination between CSG’s local Edmonton resources and the AWH certifier team, and provides the certifying basis for contractor progress payments over the multi-year construction programme through to scheduled completion in 2028.

Located at 292205 Nose Creek Boulevard within the Interlink Logistics Park in Rocky View County, Building 2B is a large-format industrial distribution warehouse delivering approximately 651,567 ft² of leasable space. The rectangular building is configured as four demisable tenant bays, each with its own office entrance on the east and west elevations and dedicated loading docks with dock levellers along the north and south elevations. Structurally, the building is supported on cast-in-place concrete piles with grade beams and a 200 mm concrete slab on gravel, with a structural steel frame, steel deck roof and a single-ply membrane roof system with gravel ballast. The exterior envelope combines insulated precast concrete panels on the long elevations with insulated metal panels and aluminum curtain wall at the office entrances, and the site is served by heavy-duty asphalt paving to the loading aprons together with light-duty parking, concrete sidewalks and landscaping at the office fronts.

CSG was engaged by Hopewell as Project Monitor and Cost Consultant on behalf of the lender. Our preliminary scope of work included a full review of the Borrower’s construction and soft cost budgets, review of trade contracts placed under the Borrower’s self-managed development delivery model, assessment of the construction schedule and anticipated cash flow, and review of documentation covering approvals, insurance, appraisals, leasing, tenant inducement allowances and geotechnical and environmental reporting. Ongoing services include monthly site visits, progress reporting, certification of draw requests, and tracking of cost-to-date, holdbacks and cost-to-complete against the confirmed project budget through to building completion and tenant occupancy.

Granville Veterinary Clinic is a purpose-built single-storey veterinary facility located at 21310 – 98 Avenue NW in west Edmonton, developed by Jettro Holdings Ltd. for owner-operated use. The building comprises approximately 5,005 ft² of gross floor area on a rectangular site bounded by 213 Street to the east and 98 Avenue to the south, with site works including landscaping, parking, sidewalks, pet run fencing, and associated services. The superstructure is founded on cast-in-place concrete strip footings and foundation walls with slab-on-grade, framed with structural steel and metal deck roof. Exterior finishes include EIFS stucco, tongue-and-groove plank cladding, feature masonry, and anodized aluminum windows, with a combination of flat EPDM membrane roofing and metal standing seam roofing over the feature entry element. Interior finishes are selected for clinical use, with resilient sheet flooring, carpeted walk-off zones, and cabinetry and countertops throughout the exam rooms.

CSG was engaged by Jettro Holdings Ltd. to act as Project Monitor and Cost Consultant for the development, with reporting to lender Business Development Bank of Canada. The construction works were procured under a CCDC 5B Construction Management contract with Carlson Construction Ltd., subsequently converted to a fixed price arrangement. CSG's scope included a full review of the borrower's project budget, the construction contract and associated pricing, soft cost allowances, contingency provisions, and the anticipated cash flow against the lender's funding programme. CSG verified the borrower's equity contribution, reviewed all supporting documentation including design consultant drawings, permits, geotechnical and environmental reports, land title, and insurance certificates, and confirmed the feasibility of completing the project within the established budget and schedule. Ongoing monitoring services included site inspections, progress reporting, holdback and cost-to-complete tracking, and loan advance recommendations through to project completion.

Lumen Townhomes is a purpose-built rental townhouse development located at 19960 McCarthy Road in Lake Country, British Columbia, delivered as the townhouse component of a broader Lumen master-planned community that also includes two mid-rise rental apartment buildings to the west. The development comprises 26 residential units across six two-storey-plus-basement townhome buildings (TH1 through TH6), with a combined gross floor area of approximately 34,484 ft² configured across four unit plans — Infuse (twelve units), Essence (four units), Fusion (eight units), and Revive (two units) — each ranging from roughly 1,304 ft² to 1,364 ft² with basement, main, and upper levels. The buildings are founded on cast-in-place reinforced concrete strip and pad footings with a 4" reinforced concrete slab-on-grade, and the superstructure is timber-framed with engineered trusses. Exterior finishes include predominantly Hardie plank cementitious panel cladding with matching trims over exterior membrane and sheathing, black vinyl-framed windows, and laminated asphalt shingle roofing. Site works include full land servicing, concrete curbs, sidewalks and access steps, hard and soft landscaping across the six-building parcel. The design team was led by New Town Architecture & Engineering (architectural and civil), with ROV Consulting (structural), Delta-T Consultants (mechanical), and Falcon Engineering (electrical).

CSG was engaged to act as Project Monitor and Cost Consultant for the development, with reporting to lender CIBC Commercial Banking on a CMHC-insured construction loan facility. With the Borrower acting as its own Construction Manager and placing contracts directly with trades, CSG's scope included a detailed review of the self-prepared construction budget of $8.26M against trade quotes and purchase orders, the broader project budget, soft cost allowances, contingency provisions, interest reserve, and the anticipated cash flow against the lender's funding programme. CSG verified the borrower's land-equity contribution of $2.06M, confirmed that the pre-funding condition of two-thirds fixed hard costs had been met based on committed trade contracts, completed works, and self-performed scope, and reviewed supporting documentation including building permits across the six buildings, the site survey, and the CIBC conditions precedent. Ongoing monitoring services include site inspections, monthly progress reporting, holdback and cost-to-complete tracking, CMHC fee administration, and loan advance recommendations through to project completion.

Cuthbert Smith Group was engaged by Remington Development Corporation as Mortgage Monitor and Cost Consultant on The Deville at Quarry Park, a three-tower residential rental development located at 163 Quarry Park Boulevard SE in the Quarry Park community in southeast Calgary. The development comprises three 13-storey cast-in-place reinforced concrete high-rise towers constructed over a shared two-level underground parkade on an approximately 2.57-acre site, providing a total of 333 rental units (324 apartment-style units and 9 townhouse-style units) across approximately 25,555 m² of superstructure gross floor area. The parkade contributes a further 11,400 m² and accommodates 305 parking stalls, with exterior finishes combining stone cladding at the podium level, and brick cladding, anodized aluminum curtain wall, and composite spandrel panels on the residential floors above.

CSG’s scope included a comprehensive Preliminary Report incorporating the first Progress Report, covering project budget review, construction cost analysis, soft cost and professional fee assessment, cash flow projection, calculation of advance, and documentation review. CSG confirmed the total project budget, reviewed the Borrower’s executed trade contracts against the Lender’s fixed-price contracting requirements, and acted as the loan monitor through the duration of the project financed through HSBC Bank Canada.

The SaskPower Logistics Warehouse Complex is Phase 1 of SaskPower’s new Regina Operations and Maintenance Complex (ROMC), a multi-building consolidation of the Crown corporation’s service and support functions at the Global Transportation Hub in west Regina. Phase 1 delivers approximately 22,079 square metres of warehouse, fleet services, metering, and logistics accommodation together with associated administrative and workshop space, bringing together six of SaskPower’s legacy Regina-area facilities onto a single campus-style site. The complex was designed to meet the National Energy Code for Buildings and target LEED Silver certification. Phase 1 was delivered under a $100-million construction contract awarded to a Saskatchewan-based joint venture of Westridge Construction and Wright Construction Western, with construction commencing in late 2021 and reaching completion in early 2024.

CSG was engaged by Strategic Prairie Region Alliance (SPRA), the lead design consortium on the project, to provide Cost Consulting services across all stages of design development. CSG’s scope included the preparation of elemental cost estimates at each of the Class D (pre-design), Class C (schematic design), Class B (design development), and Class A (pre-tender) milestones, with each successive estimate refined against the evolving design and reconciled against prior stages to track cost drift and confirm alignment with the approved project budget. All estimates were prepared in accordance with CIQS standards and captured hard construction costs, sitework and servicing, general requirements, design and escalation contingencies, and associated soft cost allowances. CSG’s engagement extended beyond Phase 1 to include preparatory budgeting for Phase 2 of the ROMC—covering additional parking, roads, laydown yards, and a further building—providing SPRA and SaskPower with a continuous cost baseline spanning both phases of the complex.

Cuthbert Smith Group was engaged by Spring Creek Mountain Village Inc. as Mortgage Monitor and Cost Consultant on the Timberstone Mountain Lodge, a four-storey timber-framed condominium development situated at 1408 Spring Creek Gate in the Town of Canmore. The development comprises 56 residential units across approximately 79,400 ft² of gross floor area, founded on a single-storey concrete parkade providing 78 parking stalls including barrier-free and electric vehicle accommodations.

CSG’s scope included a comprehensive Preliminary Report incorporating the first Progress Report, covering project budget review, construction cost analysis, soft cost assessment, cash flow projection, calculation of advance, and documentation review. CSG confirmed the total project budget and acted as the loan monitor through the duration of the project financed through ATB Corporate Financial Services.

The Stoutenberg & Company Office Building is a two-storey commercial office development located at 5140 – 48th Street in Olds, Alberta, developed by Stoutenberg Enterprises Ltd. for owner-occupied use. The building comprises approximately 10,122 ft² of gross floor area across main and second levels, accommodating three boardrooms, six closed offices, and open office areas, with a basement storage area and golf simulator. The superstructure is founded on cast-in-place concrete perimeter strip and pad footings, with predominantly timber framing and structural steel elements, and plywood TJI joists with concrete topping at the upper floor. Exterior finishes include stone veneer and hardiboard siding with anodized aluminum framed double glazed windows, sloped asphalt shingle roofing over the main building, and hidden flat SBS roof areas for mechanical units. Site improvements include concrete sidewalks and curbs, asphalt parking for 10 vehicles (including one barrier-free stall), landscaping with irrigation, and a garbage enclosure.

Cuthbert Smith Group Inc. was engaged by Business Development Bank of Canada to act as Project Monitor and Cost Consultant for the development, providing preliminary cost review of the $2.74M project budget and ongoing progress monitoring throughout construction. General contracting was performed by Pinnacle Contracting under a fixed price construction agreement, with architectural services by Richards Consulting & Associates Ltd. CSG issued monthly progress reports and draw certifications through construction, with final handover achieved in March 2026.

Hanover Place is a landmark adaptive-reuse project in downtown Calgary, converting an existing 26-storey office tower at the corner of 6 Avenue SW and Centre Street South into a high-rise rental apartment community. The 16,248 ft² site at 101 – 6 Avenue SW retains its existing brick and curtain wall envelope and below-ground parkade, while delivering 314 rental apartments across Levels 2 through 26 — a mix of studio, one-bedroom and two-bedroom suites split between market and affordable rental tiers. Refurbished common areas, lobby and residential amenity space are provided across the lower levels, with mechanical and rooftop amenity space at Level 26. The conversion delivers 267,243 ft² of gross floor area, including 193,235 ft² of net leasable residential area, supported by 42 surface parking stalls. New operable windows are inserted into the existing curtain wall, the existing five-car elevator system is reprogrammed, and fire suppression, plumbing, HVAC, electrical and life-safety systems are fully replaced throughout to suit the new residential use.

CSG was engaged by Strategic Group to provide project monitoring and
cost consulting services in support of the construction loan. Our scope
included reviewing the construction and soft-cost budgets, the
consultant team and contract documentation, and the CCDC 2 Stipulated
Price Contract with Cairo Builders Ltd. as General Contractor, together
with confirming the adequacy of loan and equity funding to complete the
project. CSG continues to provide monthly site progress reviews, draw
certifications and holdback tracking through to anticipated substantial
performance.

Located at 1520 – 37 Avenue SW in the inner-city Altadore community of southwest Calgary, the project delivers 19 purpose-built rental townhomes across two three-storey buildings on a rectangular 27,138 ft² corner site between 14A Street SW and the rear lane. The development provides a mix of unit types with a combined main and upper floor area of approximately 22,930 ft², rising to roughly 27,938 ft² including finished basements, with an integrated ground-level garage for each of the 19 units. Structurally, the buildings are supported on cast-in-place concrete foundations with perimeter strip footings, basement walls and slab-on-grade, with timber-framed superstructure, engineered floor joists, and sloped asphalt-shingle roofs on engineered trusses. The exterior combines dark brick veneer at the lower storeys with horizontal and vertical wood-tone siding accents above, large Low-E vinyl windows, and pre-finished aluminum soffits, fascia and eavestroughs.

CSG was engaged by Fern Altadore Investment Inc. as Project Monitor and Cost Consultant on behalf of the lender, with reliance extended to CMHC under the project’s CMHC-insured purpose-built rental construction loan. Our preliminary scope of work included a full review of the Borrower’s construction and soft cost budgets, cost analysis against the CCDC2 Stipulated Price construction contract and subtrade schedule, assessment of the construction schedule and anticipated cash flow, and review of documentation covering approvals, insurance, appraisal, rental-use designation, and geotechnical and environmental reporting. Ongoing services include monthly site visits, progress reporting, certification of draw requests inclusive of CMHC fee and premium advances, and tracking of cost-to-date, holdbacks and cost-to-complete against the confirmed project budget through to substantial completion and lease-up.

West 83 is a multi-family townhome community in the West Springs neighbourhood of southwest Calgary, developed by Trico Residential on a 1.23 hectare (3.03 acre) parcel bounded by 8 Avenue SW, 81 Street SW, and 8A Avenue SW. The project delivers 150 townhome units across 26 separate buildings, organized into two phases of 13 blocks each and configured as a mix of four-, five-, eight-, and nine-plex buildings. Each unit is laid out over two storeys above an attached ground-floor garage, with main and upper levels providing the principal living and bedroom space. Buildings are wood-framed on spread and strip footings with concrete grade beams and slab-on-grade, with pre-engineered pitched roof trusses, asphalt shingle roofing, and exterior cladding of vinyl siding accented with manufactured stone and Smartboard trim. The total gross floor area exceeds 231,000 square feet, and the site is fully land-serviced with internal roadways, sidewalks, landscaping, lighting, and garbage enclosures.

CSG was engaged by Trico Residential to act as Project Monitor and Cost Consultant on behalf of HSBC Bank Canada, the senior lender financing both the underlying land and land servicing facility and the revolving townhouse construction facility. CSG's scope covered review and confirmation of the construction hard cost budget, soft cost allowances, contingency, loan interest projections, and cash flow against the lender's funding sub limits, as well as documentation review covering drawings, trade contracts and quotations, permits, environmental and geotechnical reporting, title, insurance, and warranty enrolment. On an ongoing basis CSG conducts monthly site visits, reviews each draw request against work in place, certifies cost-to-date and cost-to-complete, calculates available advances under both the land servicing and townhouse construction sub limits, and reports unit closings and loan paydowns through to anticipated project completion.

Located on a new residential parcel in the northwest sector of the Town of Trochu, the Trochu Seniors Supportive Living facility is a three-storey purpose-built seniors care building set mostly at grade, with a concrete underground parkade beneath the western wing providing 21 resident stalls. Gross floor area is approximately 105,969 ft² across the three levels, delivering 74 residential units across three care tiers — 18 independent living two-bedroom units, 16 lodge units plus a guest suite, and 40 supportive living units including bariatric-accessible accommodation. Shared amenity space on the main level includes reception and lounge areas, library, chapel, multipurpose and dining rooms, a feature greenhouse with glazed pyramid skylight, commercial kitchen and laundry, administration, and a secured outdoor courtyard. The building is timber framed with structural steel at long-span and elevated-ceiling areas, heavy timber feature canopies, and an exterior finished in natural thin stone veneer, horizontal and vertical siding, and stucco.

CSG was engaged by Trochu Housing Corporation as Project Monitor and Cost Consultant on behalf of the lender. Our preliminary scope of work included a full review of the Borrower’s construction and soft cost budgets against the CCDC5B Construction Management Contract and trade contracts placed, review of the project’s multi-source funding structure (comprising senior debt, CCCP and AHPP capital grant agreements, and Life Lease deposit funding), assessment of the construction schedule and anticipated cash flow, and review of documentation covering approvals, insurance, appraisals and geotechnical and environmental reporting. Ongoing services include monthly site visits, progress reporting, certification of draw requests, and tracking of cost-to-date, holdbacks and cost-to-complete against the confirmed project budget through to completion and occupancy.

Located at 3105 Main Street SW in the City of Airdrie, South Point Village Commercial is a 6.07-acre multi-building retail centre anchoring the South Point master-planned community. The development comprises nine single-storey Commercial Retail Unit (CRU) buildings with a combined gross floor area of approximately 59,770 ft², with individual buildings ranging from roughly 2,300 to 12,000 ft² to accommodate a mix of multi-tenant retail, a liquor store and a drive-through quick-service tenant. Structurally, the buildings are supported on cast-in-place concrete grade beams and piled footings with slab-on-grade, with structural steel frames and SBS membrane flat roofs on steel deck. Exterior finishes combine pre-finished metal siding, stucco, EIFS, brick and cultured stone veneer with architectural metal trellises and canopies, and the site is served by asphalt paved parking, concrete curb and sidewalk, drive-through lane, garbage enclosure, pylon signage and soft landscaping.

CSG was engaged by Vesta Properties as Project Monitor and Cost Consultant on behalf of the lender. Our preliminary scope of work included a full review of the Developer’s construction and soft cost budgets, cost analysis against trade contracts placed under the self-managed construction delivery model, assessment of the construction schedule and anticipated cash flow, and review of documentation covering approvals, insurance, appraisals, leasing, and geotechnical and environmental reporting. Ongoing services include monthly site visits, progress reporting, certification of draw requests, and tracking of cost-to-date, holdbacks and cost-to-complete against the confirmed project budget through to building completion and tenant fit-out.

The Atikameg Child & Family Services Administration Building is a new community services facility to be constructed in Atikameg, Alberta, on Utikoomak Lake Indian Reserve No. 155. Developed by Whitefish Lake First Nation #459 to consolidate and permanently house the programming of the Atikameg Child & Family Services Society. Designed by The Workun Garrick Partnership, the two-storey, 2,578 square metre steel-framed administration building features a culturally-significant central tipi-form volume anchoring the main entrance, with administrative, meeting, and program space distributed across the flanking wings.

CSG was engaged by The Workun Garrick Partnership to provide Cost Consulting services through the progression of design. CSG’s scope included the preparation of elemental cost estimates at the Class D (pre-design), Class B (design development), and Class A (pre-tender) milestones, with each successive estimate refined against the evolving design and reconciled against prior stages to track cost drift and confirm alignment with the approved project budget. All estimates were prepared in accordance with CIQS standards and captured hard construction costs, sitework and servicing, general requirements, design and escalation contingencies, and associated soft cost allowances, providing the design team and the Whitefish Lake First Nation with a defensible cost benchmark through to tender and contract award.

Shawnee Park is a master-planned single-family residential subdivision in the Shawnee Slopes community of southwest Calgary, developed on the site of the former Shawnee Slopes Golf Course northeast of Evergreen Street SW and James McKevitt Road SW. The overall development is delivered in multiple phases and, under this loan facility, includes completion of asphalt topcoat, landscaping and maintenance works across Phases 5 through 10, full land servicing for the 43-lot Phase 11 release along Shawnee Boulevard SW, and concurrent General Works across the broader development. Phase 11 servicing comprises underground utilities (storm, sanitary and water), surface improvements (concrete curb and gutter, catch basins and asphalt roads), shallow utilities (street lighting and duct crossings), and landscaping, fencing and retaining walls. General Works include rough grading, stormwater pond construction and landscaping, the Shawnee Boulevard extension, major park construction, sound fencing and additional shallow utilities.

CSG was engaged by Cardel Land Holdings Ltd. as Project Monitor and Cost Consultant on behalf of the lender. Our preliminary scope of work included a full review of the Borrower’s combined project budget covering phase-specific and general works, cost analysis against trade contracts placed for underground utilities, surface improvements, shallow utilities and landscaping, review of the Development Management and Project Engineer agreements, assessment of the construction schedule and anticipated cash flow, and review of documentation covering subdivision approvals, insurance, appraisals, and environmental and geotechnical reporting. Ongoing services include monthly site visits, progress reporting, certification of draw requests, and tracking of cost-to-date, holdbacks and cost-to-complete against the confirmed project budget through to servicing completion and lot release.

The Edmonton New Remand Centre (ENRC) is a large-scale provincial correctional facility located in Goodridge Corners in north Edmonton, Alberta. When it opened in April 2013, the ENRC replaced the aging downtown Edmonton Remand Centre that had been in service since 1979 and became the largest correctional facility in Canada by both floor area and capacity. The approximately 645,000 square foot complex occupies a 16-hectare site and comprises seven inmate living pods—five general population pods, one segregation pod, and one medical/mental health pod—together with a central administration building, admission and discharge areas, food service and laundry facilities, enclosed exercise yards, and interconnecting secure corridors. The facility has a design capacity of 1,947 inmates and was constructed with infrastructure and shell space to accommodate three additional pods for a future expanded capacity of 2,807 inmates and approximately 500 staff. Technically advanced systems include 48 video court and visitation booths and sophisticated integrated security hardware, supporting the dual mandate of secure remand custody and rehabilitative programming, and the facility was designed to achieve LEED Silver certification.

CSG was engaged by Alberta Infrastructure to provide Cost Consulting services across the full project lifecycle, beginning with Initial Concept Costing and continuing through Schematic Design and Design Development. Through these phases CSG prepared and reconciled elemental cost estimates at each design milestone, benchmarked costs against comparable correctional facilities, and supported the Province with cost-benefit analysis and feasibility work to inform design and procurement decisions. Following Design Development, estimating responsibility transitioned to the appointed Construction Manager, with CSG continuing on the project to provide independent Pre-Tender estimate reviews and detailed review of tender bids and tender packages on behalf of the owner. Upon substantial completion, CSG prepared a Functional Cost Estimate for the Government of Alberta, delivering a final reconciled cost record of the completed facility for use in budgeting and benchmarking future correctional infrastructure projects across the province.

The Wahpeton Dakota Nation New School is a new First Nations school to be constructed at Wahpeton Dakota Nation, approximately 50 kilometres northwest of Prince Albert, Saskatchewan. Designed by AODBT Architecture + Interior Design and delivered on behalf of the Wahpeton Dakota Nation with funding through Indigenous Services Canada, the facility replaces the existing community building and will accommodate approximately 160 Pre-Kindergarten through Grade 12 students along with associated teaching and administrative staff. The two-storey, 3,812 square metre school consolidates full classroom, administrative, and common-area programming under a single roof, with site development comprising surface parking, a maintenance shed, two playgrounds, a basketball court, a soccer field, and hard and soft landscaping.

CSG was engaged by AODBT to provide Cost Consulting services on the project, delivering a single Class A (Pre-Tender) estimate in support of funding submission and tender budget confirmation. CSG’s scope included a detailed review of the issued-for-tender architectural, structural, mechanical, and electrical drawings and specifications, measurement and pricing of all major building and site work components, and preparation of a fully elemental estimate in accordance with CIQS standards.
